Governing Principle
The Scorecard must NOT imply causation merely because a metric improved after a change. It presents change honestly alongside the confounding variables that could also explain it, and separates measured actuals from modeled estimates.

Measured Vs Modeled
- Rule
- Baseline and post-repair values are measured actuals (per RLR-35). Any modeled figure (e.g. Calculator opportunity, RLR-05) is shown in a clearly separate, labeled column and never summed into a measured result.

Quality Standard
- What To Measure
- Baseline vs post-repair values for each affected KPI, with absolute and percent change, target, status, and data confidence.
- Data Required
- Baseline values (RLR-03/RLR-39), re-measured values (RLR-42), targets (RLR-39), and the confounding-variables log for the period.
- How To Interpret
- Read change against target AND confidence AND confounders. A large percent change at LOW confidence or amid major confounders is not evidence of a working repair.
- Action That Follows
- Feed the per-metric status into the Closure Checklist (RLR-45) and the RLR-39 entry; only measured, confident, confounder-checked improvement supports CLOSED.

- The repair owner named on RLR-39.
- How To Implement
- One row per affected metric under its link; fill every comparison column; complete the confounding-variables section before writing conclusions.
- How To Test
- Verify baseline and post-repair periods are comparable and that values reproduce their RLR-35 definitions.
- When To Remeasure
- Populated from the RLR-42 14/30-day checks; longer-horizon regression is watched via RLR-39 MONITORING.
- How To Know It Improved
- The metric shows a beyond-noise improvement toward target at adequate confidence, with no confounder that better explains it.
Compliance Guardrail
The Scorecard displays only data permitted under the business's privacy and retention policy and does not expose personal data beyond what the comparison requires; jurisdiction- and industry-specific rules are applied by the operator.
