Decision Rules

  • Evidence confidence is a GATE, not a score to be averaged away: a leak with 'unknown' confidence resolves to Insufficient Evidence regardless of estimated impact.
  • A weak-evidence leak never outranks a well-evidenced leak on impact alone.
  • When two leaks tie, repair the UPSTREAM link first because its output feeds the downstream link.
  • A repair blocked by a dependency is Fix Next, not Fix Now, even at high impact.
  • Re-run the Matrix after every verified closure; closing an upstream leak can change downstream impact.
